Any language is basically composed of grammar and vocabulary.

People will always give you different techniques, saying you have to learn to speak it and familiarise yourself with the sound of the language etc. But if you want the quickest route, have time, and are willing to put in the effort, you should (imho) focus on learning vocabulary and grammar.

For vocabulary, you simply have to memorise it, either by rote memory, or context-based memory, or by association etc. Everyone has different techniques.

But for grammar, the best way to learn grammar is undoubtedly with a teacher.

Failing that, there are many 'Teach Yourself Arabic' books on the market, which you can try to go through by yourself. It is a good idea to have someone there to ask about things in case you get stuck though. Or you could just post here if you get stuck.

An excellent way to consolidate what you learn is to try and identify the grammar rules you learn as you go through the Qur'an.

If you are a little more specific, and provide information on what your academic and language-learning background is, where you live, how much time you want to put in, whether you can attend classes etc, maybe we would be able to help you a little more in this regard in shaa' Allaah.

Problem solved. I would advise you to do that in shaa' Allaah.

May Allah put barakah in your efforts and make it easy for you, ameen.
