الراء الساكنة وسط الكلمة بشرط ان يكون قبلها كسر اصلي, وبعدها حرف مستفل, نحو (الفردوس). انتهي كلام الكتاب

I think it is a typo and is meant to say mustaqill, meaning a letter that sits by itself, not joined on to the next one.

sub7aan Allaah... yeah, you're right.. it's not a typo, it's poor typography. If you look at it really closely about 1-2" away from your face, you'll see they have 2 dots intertransposed upon each other.. it makes it look like 1 dot, but up close it looks like a deformed diamond. jazaakum Allaahu khayran :o (there needs to be a better embarassed face)

Assalaamu alaikum,
Had it not been a typographical error, the root قلّ refers to something being broken on it's edge.
So you could still imagine how this refers to letters that are not joined on to the ones following them, but are rather cut off, or broken from them.
Even when there are mistakes, Arabic is beautiful maa shaa' Allaah.
